The radical reforms recently laid out in the Health and Social
Care Bill replace the structure of SHA and PCTs with an NHS
Commissioning Board supported by clinical commissioning groups
responsible for commissioning over £100bn of health and healthcare
related services by 2013. The changes also make competition for
health provision more open through the establishment of Monitor as
a regulator for all willing providers, both through NHS foundation
trust and private sector companies. This shift in provision will
mean that to compete, all providers will need to make commercial
decisions in their everyday activities. All this at a time when
patient outcomes and experiences are expected to improve against a
backdrop of ever increasing budgetary pressures.
